Elections are held regularly to fill seats.&nbsp;Some subsidiary bodies consist of individuals appointed in their personal capacity rather than as representatives of Member States.<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>The General Assembly elects some members of\u00a0the\u00a0Economic and Social Council, Security Council, and Human Rights Council\u00a0each year<\/li>\n\n\n\n<li>Voting on elections is usually held by secret ballot and the total number of ballots for each candidate\u00a0is noted in the decision and meeting record<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">In general, parent organs elect members to their subsidiaries:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Each year, the General Assembly also\u00a0elects members to its subsidiaries, such as the\u00a0<a href=\"https:\/\/www.un.org\/dgacm\/en\/content\/coc\/current-membership\">Committee on Conferences<\/a>\u00a0<\/li>\n\n\n\n<li>Economic and Social Council holds elections for its functional commissions and expert groups, such as the\u00a0<a href=\"https:\/\/unstats.un.org\/UNSDWebsite\/statcom\/\">Statistical Commission<\/a><\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">Election outcomes are usually decisions (rather than resolutions); information on candidates, voting, and final results&nbsp;may be found in the meeting records&nbsp;at which the election was held as well as in other data sources for UN decisions such as the compilations of resolutions and decisions and online sources like edelegate and press releases. Key words to use in UN Digital Library searches include: member*, candidat*, elect*, participa*.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Regional groups in elections<\/h2>\n\n\n\n<ul id=\"s-lg-link-list-80672994\" class=\"wp-block-list\">\n<li><a href=\"https:\/\/www.un.org\/dgacm\/content\/regional-groups\">Regional groups of Member States<\/a><\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">Elections&nbsp;are usually held with due regard to &#8220;equitable geographical representation&#8221; to ensure that&nbsp;UN Member States from all parts of the world are included in the body. \u200bResolutions or decisions establishing a new body will often indicate the total number of members and the&nbsp;number of seats allocated to each region.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The first mention of &#8220;equitable geographical representation&#8221; is found in&nbsp;UN Charter&nbsp;Article 23&nbsp;which specifies that non-permanent members of the Security Council should be elected by the General Assembly with &#8220;due regard &#8230; to equitable geographical representation&#8221;. The Preparatory Committee also used this phrase in its proposed Rules of Procedure for the General Assembly (<a href=\"https:\/\/undocs.org\/PC\/EX\/113\/Rev.1\">PC\/EX\/113\/Rev.1<\/a>). The General Assembly&#8217;s&nbsp;<a href=\"https:\/\/www.un.org\/en\/ga\/about\/ropga\/\">Rules of Procedure<\/a>&nbsp;have used this phrase since 1946.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Over time, resolutions on equitable geographical representation were adopted with regard to the composition of the Economic and Social Council and its subsidiaries, as well as to officers of the General Assembly. Each regional group usually proposes&nbsp;the candidates from its region for a particular election, in accordance with the number of seats allocated to the regional group.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">When the elections are held, voting usually takes place by regional group; see for example,&nbsp;<a href=\"https:\/\/undocs.org\/A\/73\/PV.89\">A\/73\/PV.89<\/a>. Elections are usually conducted by secret ballot: a summary of the vote is given, but there is no information on how each state voted individually. Elections for the officers of the Main Committees of the General Assembly take place in each Committee.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Appointment of officials, such as the Secretary-General, judges of the International Court of Justice, and high-level officials, often takes into account geographic representation.
